Because this game isn't only about story. What does everyone do after they're cleared the MSQ/side-quests? Do you simply unsub and wait another 6 months or so until the next tiny bit of story is released?
Me no, but there are some that do so yes. Because it's not only a MMO but also a FF and that is what makes it different from the other MMOs.
While it is not only about story it still is a story based MMO. There will even be a new game +

The story can be important without requiring new players to go through a 150+ hour slog. Nobody has to play 1.0 to understand ARR, so there's no reason people need to clear this higher and higher barrier for entry. Heck, you can enjoy Heavensward if you just watch the trailer and skip all of ARR. Same with Stormblood.Me no, but there are some that do so yes. You, and a new player, don't need to know every minute of the story to get a rough understanding of the game to enjoy it. Additional information provides additional context -- just as playing 1.0 provided additional context to 2.0 -- but it's genuinely stupid to expect everyone to literally study the plot for essentially three expansions before even touching Shadowbringers.
