There's a cap on how many desynthesis skill points you can acquire. Once you reach the cap, any further increase in skill will also cause a decrease in a different skill, to ensure that you don't go past the cap.
The current cap can be seen at the bottom of the desynthesis skill list (the list that pops up when you click on any of the DoH classes on the character sheet.)

If I max 380skill when it's stop decreases other desynthesis, really?
Since I wanted make all skills same level. Now it's disappointed.... So stupid SE idea this.
Well its not like its used anymore, they trashed that system basically and you only get some mats from it, nothing you ONLY can get from it, sadly...
It's only going to stop decreasing if you reset one of them to 0 (which can be done with an item crafted by alchemists). If you remain at the cap of 1160 (which you are, as shown in your screenshot), it'll continue on decreasing a skill, as you increase another.
They mainly introduced this system for the ARR relic, and wanted to incentivize players helping each other by making it impossible to cap every single desynthesis skill.
When was the cap last raised? 1160 will be next to nothing in ShB and having 2 stats capped could mean no others could be raised at all really. If it goes up 130 again, it would mean two capped skills would have you at 1020.
Well, it's now useless. So, I go stop use desynthesis *sigh* My wish is broken.

Since I think single desynthesis is pointless. Would make all skills desynthesis come funny works than single one
The cap gets raised whenever higher iLvl gear desynthesizable, as far as I know. Next time it'll get raised will probably be in 5.0.
you're really only meant to "specialize" desynthesis in 3 classes. myself I have maxed out 380 desynth for blacksmith/leatherworker/goldsmith. the system was never meant to let everyone have max desynth in everything.
