Small rubberbanding and lag for other players/enemies.

Hi, i've recently been having an issue with lag since the sever split update(atleast that's when i noticed).
So what's been happening is i notice other people and enemies rubberband slightly to the point where every few steps they just jolt forward and keep running, kinda like the client is trying to keep up with where they really are. I've tried various things like resetting my router, calling my isp, doing speed test and packet loss tests including network jitter. This problem doesn't seem to effect GCD or dodging at all oddly enough. Can do rotation perfectly fine, can even play dodges as risky as ever, but it's extremely hard to keep track of things due to this said jolting.
    For above tests:
    O% packet loss,
    from anywhere between 0.2-3.0ms jitter
ping averages to the server around 39, and my download speed is 550down.

I've had a tech come out and he swears he can't find any issues yet but i still have another appointment. I have also tried the internet explorer settings that were provided in the past for congestion, no fix. I've basically tried everything i can think of to fix this.
for a gif of it actually happening: https://gyazo.com/5b5c7beb7f4a50b0e22b7570fe09ff7b

you can see towards the end where a player was running, then suddenly jolted forward. This never used to happen before but happens for absolutely everybody i run into.
I play on a WIRED connection.
    PC specs:
    i7 9700k OC'd at 4.9ghz
    16 gigs of 3200mhz ram
    RTX 2080ti founders
game is stored on a Samsung 970 EVO Plus Series - 500GB PCIe NVMe - M.2
No overheating - monitored with HWmonitor, processing is fine, cpu percentage never going above 70%
GPU utilization all green as well.

    Any help is appreciated

Might be from the massive invasion of bots. When I have any around me I start lagging very badly and my character starts pausing. which shouldn't happen since in the new datacenter.

uhh i notice it the most in dungeons honestly. It happens outside of them too but at a lower frequency

it's been in every single dungeon for me. this is reeeeally bad. hmmm, more steps i tried were changing ethernet cords, switching to multiple different VPN servers, restoring my pc to earlier date before this started, reinstalling ff14 and launching as admin, turning off firewall completely. No changes. man this is infuriating but gunna keep trying. 2nd week of this

Good afternoon and thank you posting in the Final Fantasy XIV Technical Support Forums.

Does this only happen inside dungeons and in parties? Does this lag happen when you are playing by yourself?

Have you tried port forwarding? If not, please try the following:

Check to see if the following port ranges are opened on your router. You can contact your ISP and request they open them for you:
    ▼TCP
    54992 through 54994,
    55006 through 55007,
    55021 through 55040

    Hope to see you online!

I have now tried to port forward. all provided ports are now opened, will post results soon. For me it happens mostly in dungeon and group content. Like i said it doesn't seem to effect myself in terms of combat and movement, it seems like it's just everyone else on my screen is lagging around via these jolting movements.

After testing in a dungeon after port forwarding yielded the same results, other players and monsters having the same laggy movement while my own combat is uneffected. it seems to be really only apparent inside of dungeons and group content like i said. I can't figure this out for the life of me

i'm starting to think this isn't a me issue. had another ISP visit, new internet line, ports opened, download speeds improved by 400, ping still showing less than 30ms. 0% packet loss. i'm all out of ideas

I have ruled out PC hardware as an issue as the problem persists across 3 different computers.
