I need to inform you that you can view people's search info and see exactly what classes someone has unlocked, additionally you can see if they have unlocked the job at all. Someone who has not done their job quest will, in their search info, have a 70 lancer and two dashes next to the DRG icon
And in case youd further like to throw this specific person a bone, no they had not unlocked any crafters

・Complete at least one level 60 job quest as a tank, healer, and DPS.
・Complete 1,000 dungeons, raids, or trials.
・Receive 300 player commendations.
They could have completed a job quest at 60 for DRK, RDM, AST, as an example - ones that start as a job and not as a class.
Most likely what happened, yes.
I have to say thought, I would be tempted to think that someone who dosen't unlock their jobs' crystal is a troll and/or does not know about job quests. Saddly, I came across many players like this.
On a side note, I came across an elementalist in Dun Scaith once. Told him and he mentioned he 'was a druid'. Best laugh in the game so far.
This is very true, though the OP mentions over and over again how the accused player has no jobs what so ever. If this true then the likelihood of becoming a mentor is slim. Unless of course they bought jobs jump books to instantly have those job quests finished.From that link:

Well not necessarily. If you complete the crafting/gathering requirements then it automatically unlocks all the mentor titles, even the combat one regardless of whether you have jobs or not. Same in reverse as well, reach the combat requirements and also unlock crafting mentor title even if you specifically didn't do that.
