Quickly penciling through it looks like you're pretty much right. Only including the extra Fell Cleave and staying in Deliverance (nothing else), it looks like it averages to approx a 15ish potency boost per GCD combo.Butcher's Block combo is 30 potency higher than Storm's Path (Storm's Eye is irrelevant because that's used for the 10% damage buff maintenance)
Storm's Path combo provides 10 extra Beast Gauge.
Fell Cleave costs 50 Beast Gauge and deals 520 potency. This means that 10 Beast Gauge is worth 520 / 5 = 104 potency.
Thus putting Storm's Path at a 74 potency advantage over Butcher's Block.
This is if you use the simple calculations, things come out slightly more advantageous for Storm's Path when you account for Upheaval as it is higher damage per Beast Gauge than Fell Cleave (But it is variable based on current health and also whether Thrill of Battle is used) - As well as other minor benefits like, generating more average Gauge per action means more actions at higher gauge so with extra crit chance and more Fell Cleaves means more CDR on Infuriate.
