World Transfer Clarification for Newer Player After Expansion

Hello,

Background:
I am a newer player that joined the game around March. When I began I joined the Primal Data Center and preferred world of Diabolos. On Tuesday April 23, the Data Centers where expanded and Diabolos was switched to the new Crystal Data Center. At this time many of the players I had been playing with took the opportunity, that was presented in the 02/28/2019 NA/EU Data Center Expansion announcement, and switched back to the Primal Data Center, mainly the world Excalibur. However, when I attempted to transfer I encountered an error that stated that I could not transfer until 90 days had passed since my character's creation. I then looked into the why and learned of the 06/14/2017 New World and World Population Balancing Incentives Introduced announcement that showed this restriction on characters created on preferred worlds.

Where I would ask for clarification is the following:
Will characters created after the Data Center Expansion announcement but before the 90 day transfer restriction is lifted be able to use the no cost server transfer either before the 90 days, after the 90 days, or will they not be allowed to use this opportunity?

Additional Information:

06/14/2017 announcement states that "Characters created on Preferred Worlds during the bonus period will be restricted from using the World transfer service for 90 days"

02/28/2019 announcement states that "All characters on affected Data Centers will be able to transfer Worlds at no cost"

If your 90 days isn't up before the two free weeks are up you can't transfer for free. You'll have to transfer paid after the 90 days.

I do wish they'd have made exceptions for this. The rest of us are aware of the restrictions but a newbie wouldn't have known unless they went digging specifically for it before signing up.
