Im looking to farm GC seals on either my 63 RDM or 60 BRD to buy GC manuals for crafts and gathering.

Well, the higher the level the dungeon the better the amount of seals you will get.
I have not tested all of the HW dungeons but earlier in SB I could easily do Saint Mocianne's and Pharos Sirius (hard) with all the healers at 70. I was doing it for desynth and never tried anything higher than that. The items from there get you 1064 per item.
It's up to what your skill level is as a RDM too though. At your level you might need to do level 50 stuff I'm not 100% sure? The highest level 50 dungeons are Keeper of the Lake, Wanderer's Palace (Hard) and Amdapor Keep (Hard)
If you want to solo a dungeon to turn in their drops, any level 60 dungeon, I would assume, with newer dungeon might be better, so just try whichever you yourself can solo. Otherwise, just do leveling and guildhest roulettes for the daily rewards and do your crafter/gatherer turn ins, maybe supplemented by farming fates.
I would suggest running Command Missions with your squadron and then turning in the loot via "Expert Delivery" for GC seals- as long as you've got Second Sergeant rank. I run Stone Vigil over and over and am constantly sitting at 90,000 GC seals; the seals it costs to run the missions are repaid plus some by turning in the loot. You can also buy items with Tombstones and turn them in for GC seals as well.
I just run Brayflox (hard) unsynced. You can do it in like 3-4 minutes and get roughly 2k seals each time after turning all the gear in via expert delivery. But I imagine there's better ones by now. The benefit here is that it's short and there's bonus chests along the way.
Do daily roulletes as a tank and lot everything xD. Turn the gear you collect for 1200-1500 GC seals each xD.
I just spam The Aery and The Vault over and over. Roughly ~6000+ seals per run unless the RNG is bad.
The Heavensward leveling dungeons toss more gear at players than the level 50s and the gear is worth more seals as well. But they do require having a high enough level / item level to be able to run the solo / efficiently.I just run Brayflox (hard) unsynced. That all said, squadrons can be helpful too - just not as time efficient. I've gotten 600,000 - 700,000 seals this month just from spamming Heavensward leveling dungeons with squadron to level physical DPS classes. Timewise Brayflox (Hard) solo might be more efficient than squadron dungeons since squadrons are slower / synced, but the HW leveling dungeons will yield 6,000 - 12,000 seals per run and it's just a matter of being able to run them fast enough.
I also run The Vault unsynced for loot because I find it to be the quickest for me while still having a high amount of seals. Good time efficiency. But of course that's at level 70 with ilevel 350+ so it's not really that helpful if you're 60. Might have to stick to level 50 ones. I wouldn't recommend ones like Pharos Sirius that have enemies that grab you and stop you from performing any actions because no one is there to help you out of it.
Sohm Al. you can get like 12 give or take green items each run. Should be slow but doable with your RDM.
