So me and a friend of mine entered a dungeon roulette and countered some really toxic people, and apparently when we tried to report, my friend could not and I couldn't even make any kind of report that wasn't RMT as there were no other options. This is like the first time I've even tried to use the function so I was surprised to see so little.

You make reports through the Support Desk (Main Menu > System) and then fill out the templates form that appears when you want to proceed with it. Only use the RMT option for things that are clearly RMT, like related spam in shout etc.
