    Yeah, it's inevitable... maybe not as severe as XI although given enough time any game would reach that point.
    Also, the fact is that if FFXI went offline tomorrow, SE could port it into an offline game and sell it for $20 without a massive amount of effort.
    In terms of Legacy, it's an important move, else you have an FF title that ceases to exist, and SE doesn't want that.

    Also, with FFXI, yeah, mainly everyone has congregated to Ashura server (which feels old timey in its population density) for English speakers, and one other server for Japanese speaking players.
    There's a couple other mid population servers, and everything else is basically tumbleweeds.
    From what I understand though the game is cheap enough to operate that they still make a profit, so it won't be closing down any time soon.
