Why does an FC need a house?
Buffs can be bought at your GC (not grade 3, granted) and airships arent in any way essential content either. You're also wrong in regards to the stable: personal homes can totally use them and each apartment-complexe has one for every tenant in said building.
Providing FC-rooms for all members? Apartments serve the same purpose AND you're not facing the risks of being removed from the FC or having the FC-house auto-demolished.
I "need" my private mansion as much as my FC "needs" their private mansion. The main function of housing arent aetherwheels or airships, but being able to decorate and I, as a private person, enjoy that as much as our group of friends did (...okay, I ended up decorating both mansions in the end, because the others lost intrest...)
The gardens are obviously also a thing - I can plant what I want in my own garden and most of the time its actually stuff to benefit the members of our FC.
And let me tell you about ghost towns... back when wards were FC-only and there were like... 6 other houses in that ward bought up? THOSE were ghost-towns! And even then you had "private" houses - people just made single-player FCs and bought houses that way.
Sorry, while I agree that housing has a lot of problems, making it FC-only wont solve them. An FC doesnt "need" a house anymore than a private person either. Your benefit-argument falls flat on its face, since FC-rooms are out as benefit (since we have apartments) and stuff like FC-gardens and airships often dont benefit the majority of people in the FC, but only the few people at the top.
PS.: I enjoy decorating so much that I got several of my friends to buy houses aswell, had them make me a tenant and decorated them. We always found open plots, even on a rather populated server like Odin. Decorating is a part of the game I really enjoy - and I'd rather do that in a space that isnt shared with ~40 other people and potentially take away their chance at it, have to work around their ideas or simply "destroy" what they've built.
