Unless there’s something fancy going on with all-in-one exteriors, all you need to do is go to the “remodel exterior” tab and remove the fence. Just right-click it or press Square, and you should get a Remove prompt.

There’s no need for a construction permit or removing the existing building.

For the default fence you just remove the fence you have placed right now. Not the whole house and everything. Unless you're using one of the housing-skins crafted in the workshop, which come with a fence fitting for the house you cannot change that.

And yes if you would demolish your workshop all progress is gone. You can save the ship parts tho, by just taking them out, but you lose all ranks and everything you ever discovered and unlocked.

Visited your plot on an alt and you appear to be using a full housing skin. If you're looking to only have the original fence back while keeping the rest of the merchant's wall, you can't. Those housing skins are an all or nothing deal. If you want to go back to the default parts all you have to do is open up the "Remodel Exterior" window and place a Glade House Roof, Glade House Wall, Glade window of your choice and Glade door of your choice into the appropriate slots and after confirming it will put those parts up and the merchant house walls will go back into your inventory.

Just to note, you use glade parts because you're in Lav beds. If you were in another district you would need to use the district specific parts (ex Riviera parts for Mist, Oasis for Goblet, Hingan for Shirogane). You also have to make sure to use the correct size parts. Cottage for small, House for medium and Mansion for large.
