New player can't world transfer

Maybe you can try to contact SE. As far as I know there is nothing in the free transfer service that states your account has to hit a certain milestone in order to qualify for the free transfer. Not to mention you weren't fully aware of the world shuffle when you joined. You shouldn't be faulted for following what they suggested. I can't say if this will work or not, but it's worth a shot.
