Road to 60 Buff

I'm trying to find a server that provides the "Road to 60 Buff" I've transferred to Malboro, but the buff is no longer applying. I grouped with a tank yesterday on Coeurl that had the buff, but when I create a new character on that World, I do not get the buff. Can someone please tell me what I'm doing wrong?

If the server isn't still flagged the only people that have it will be the ones that had it before it was de-flagged.

edit: Checking Lodestone, there are no NA preferred worlds.

That is correct.

NA worlds were shuffled for the new data center. With free transfers currently available, they've set all NA worlds to Standard while populations settle into their new homes, and they'll reassess at a later point to determine if any still need the Preferred status.
