I like and hate the timer. Timer means less flipping, but at the same time people can still afk bot. Lessening the timer to 6-8 max hours would help. Or at least stop the 30 hour camps where players refuse to eat or sleep because there aren't enough houses to go around. And even still, many are just nabbing that ugly Small to be able to go to reddit, spend 150m for a Large to instantly transfer.
And Larges are scarce enough as is so "just transfer : ^)" is not a simple fix. In fact, I brought up a possible solution for that here:

One of my friends had a mental breakdown after spending days with the stupid placards and losing over again against bots, SE don't care about the situation, the "we are listening" and "we are looking into it" is just a standart industry for "we don't care enough to fix it" or "that will cost money and we hate to spend money".
Every other game in the market who have a housing system does it better, even Wildstar understood it better.
I hate to use forum post count as judgement but I'm going to assume you missed all the times the devs themselves have responded here on the forums about topics. And yet, most of those responses are just to PR and damage control, the few times they actually did something they just did a "band-aid" solution that only changes one problem to another.
Don't fool your self with kind words of "we hear you", the only real motivator is sub count, if start to drop they will start solving stuff in a heartbeat, until there they will delay every change that envolve more costs.
