The problem isn't that they don't WANT everyone to have housing, it's their current system simply cannot support every player having a house.
Lets not concentrate on the wrong problem: Housing needs a new solution so everyone can participate.
The issue lies in letting everyone have access to the content without punishing those who put so much effort into the current system.
I believe a lot of the issues stem from The devs not properly implementing personal housing.

To elaborate.
Way back when the wards were first created, they were for FC housing only.
There was no way for a player to purchase a personal plot, aside from owning their own fc.
And the housing was much more expensive.

But, instead of implementing a proper personal housing system, the devs instead just allowed players to purchase the housing that was already available.
Quick, easy, and a bit short sighted.
They were unable to meet the demand for it.

In my opinion, the ward housing should never have been opened up for personal housing.
The apartment system should have been implemented back then.
