I agree. They need to invest in more wards considering years later housing demand is still ridiculously high and a lot of people are left out. Apartments are not equal in anyway.Oh... you mean effort on the PLAYERS behalf. I get it.
.. sorry. Can't agree there. For most players 20+ million isn't "easy as sheet" and I don't think a house should really require anything more than a certain level of investment in progression. Housing is for everyone, the problem is the scarcity, not the difficulty of acquisition. Crafting/gathering isn't hard work, it's simply time investment for money and lots of players don't have that time to invest.
