If it's a blind auction with random 3 buyers then no, How much gil you have will be worthless. Also forgot to add you can only do bids on one property at a time.The problem is you're making large amounts of Gil necessary. People will BUY the gil from farmers, facilitating RMT.
Also you're unfairly giving buying power to those who stockpile gil. most players hover at sub medium house price levels of gil on any given character, how would a new player ever hope to compete with someone who's been in game from day one playing the markets?
