Extremely volatile ping

Hello,

when I'm in game I will sometimes have 30 sending and 800 receiving but it is regularly 300-500 sending and 2000-2800 receiving or higher.
I've only started today, but this issue occurred both in the afternoon, and late at night.

I tried setting up port forwarding but saw no improvement.

After 6 attempts,
Step 12 Returned "Request timed out." 5 times.
Step 12 only returned one ping once and the other two pings returned stars.
Step 13 has returned "Request timed out." 1 time.
Step 10 has returned over 150ms for all three pings 1 time.

Is there a way that I can fix this?

I have the same issue.
Sometimes my ping is ok but at other times my input/movement doesn't go through.
What can I do to fix this?

I uhh... am kinda an idiot. Ping in the task manager is like 100-150 on average...
The sending/receiving in the top right isn't ping. The higher the better it seems.
Ping in the task manager is usually around 100-170. Still higher than I'd like it to be but better than I first thought.
