Just to be clear, punishing this won't cure bad play.
If you lock that bad Duty Finder tank into tank stance and boost boss/mob damage to force defensive play, those players still won't use cooldowns, they'll still pull too much, they'll contribute almost no damage and in short will still be a nightmare to run with.
I agree tanks could have reason to utlize their defensive toolkit more and dislike how dps stance locks you out of part of that toolkit. But the answer isn't ripping their damage off them. This creates a greatly simplified tank and makes the role extremely dull once you've got mitigation down or overgear the content. The focus is a bit high on tank dps in endgame, but I personally like the idea of a role that manages emnity, mitigation and has the potential to contribute damage. It means playing extremely well is rewarded and makes you very valuable to a group. Rather than being a punching bag where player ability doesn't matter beyond pressing your defensive cd's.
I'm pretty sure that 90% of the tank who are bad, just don't read their skill and don't even know what a Defensive cooldown is. Of course, you need a certain sense of logic when you play a Tank, in order to keep everyone safe, and the tank itself is inclued of course.

Sadly pushing damage is the only thing as a tank we can optimize and improve on as time goes on. As someone mentioned before mitigation, positioning, and aggro and static once you get that down if that is all we had to worry about as a tank I personally would find that boring AF.
I’d bet it has more to do with people not wanting the responsibility of tanking or healing than how much damage those roles can do.Yeah, at some point, developers realized that the incredible shortage of tanks and healers could be reduced by making tanks and healers (underplayed roles) have something in common with the overplayed roles (dps). It's not rocket science. Most people dont like to stand there and get beat in the face for 3 hours on raid static night or spam heals on their dps standing in fire. 1st blamed of things go wrong. No glory of things go right.
The trinity is dying off or being toned down in every game. Mmos, mobas, overwatch for crying out loud. Ffxiv is actually one of the most traditional trinity games that is successful. This is as good as it gets for mainstream trinity games in 2019.
If you like the fantasy of the immobile wall tank and healer only healer, you are simply the minority and business is abandoning you because the only thing catering to that playerbase gives is long cue times and lower sub numbers.
If you truly want an old school trinity experience you are relegated to smaller niche games because that is what this mindset has become. A niche. Making more threads wont make a minority viewpoint mainstream.
If all tanks thought of it this way I think the PUG environment as a whole would be better. I’m all for trying to min/max and get every bit of potential out of your character but I hate the yanks/healers that try to dps at the expense of actually performing their primary function. If everything is attacking the tank and positioned right, great, focus on keeping it that way and dealing damage. If the group has decent hp levels and are not at risk of dying to the next unavoidable aoe, great, contribute to damage.
