I don't really know how the luck factor works when talking about housing, and not to brag but when I used to be in Jenova, I got a plot in the first try, same now in Louisoix. And my boyfriend got one too first try and then relocated to a mansion. Apparently in Louisoix at least you can get plots easily. Maybe it's server congestion? Or data center? I agree the system is absurd, we got lucky but the system really needs a revamp, without screwing the people who already have a house. I think a good implementation would be that, as soon as a ward gets full, another one gets created, finding a way to not screw the stability of the game. Instanced housing please no. Having wards and neighbors is nice.
