I hate to tell you this but "early pulls" don't exist. It's almost always a complaint by someone who wasn't able to get to a hunt faster than someone else.
As harsh as this may sound, at the end of the day they are open world mobs. You can attempt to try to form some civility among the masses but you cannot enforce it.

Finding ARR/HW A ranks has become very difficult with people from other servers making sweeps of the zones constantly.
To be totally honest, though, I have little pity for people who miss S ranks if they aren't bothering to make any effort to spawn/find them themselves since that's the best way to ensure you're present for them.
Maybe they could add remnant of a hunt once they've been killed, if you took part in killing them naturally you could harvest for some sort of reward. Like an additional roll at one of the reward types hunts give (tomes, seals, drops, etc). Meanwhile if you didn't help kill the monster in the open world and if you interact with it you can challenge them in a sort of mini-instanced (burning circle). Scales in a number of ways for group size but the reward would obviously not be as good as if you had been out in the wild (lose that extra roll chance, which I think is fair compensation). Lore context for greater scaling and fighting the corpse could be a sort of echo fight.
In that way perhaps people with slower machines and such could still take part (given they're either skilled and geared enough or grouped up enough to challenge the content in smaller form).
I think that could work okay, since those who are hot on the hunt get an extra reward chance and those who are a bit slower for whatever reason or just happen by after the kill could also have some fun (the remnant will decay). With an added effect of NM gravitas, I think, as an NM corpse stays for a short period of time on the world map, or at least a piece of it (shadow, shard, footprint, piece of corpse, etc), which would look cool since they're supposed to be epic and all (generally I think most big game/bosses should exit the world differently than a standard monster, through pyre flies or whatever else). Also gives a monster hunter/witcher trophy feeling as you get to take a prize from your work(could even actually add NM trophies for housing lol).

I agree, depending on time-of-day the hunts on Sargatanas are an out of control mob. (as pointed out though this is not against the rules) This has been going on for the last few months, long before cross world was available. That said, it depends on time of day. A few days back I found some HW A ranks, shouted out to linkshells and the map, and no one showed up. (So I did them solo). Other times people have waited - up to 5 minutes. So it just depends who is there and how early you got the notice. Get in a good hunt linkshell, that helps too. I'll invite you to one if you want.

No matter what, there will never be a situation where everyone gets to the pull in time. When we wait 3 minutes, it becomes "why didn't you wait 5 minutes" etc.
The only thing SE could do is increase the number of Rank B for players to solo, make Rank A/S poppable with items that occasionally drop from trash mobs or FATEs, or make Rank A/S mobs invincible for 5 minutes after they spawn. Naturally, this won't help for Hunts that are found randomly/naturally in the world, but usually Rank S are purposefully popped, so it would force a scenario where they can't be attacked for 5 minutes, so everyone could get there in time (and 5 minutes is MORE than reasonable to Teleport->Run/Fly to anywhere in the game.
On my server we give pull times and relinks though I guess you know order and people actually being patient is a no no according to the rest of the data center and we got told that we're being sheltered and naive. I mean it's not always perfect as there are occasional oppsies, but for the most part our hunts until yesterday and today have been civil.
It has gotten more out of hand but I kinda figured it would happen. Whats worse to me is even if I show up 1st by the time everyone shows up it disapears off my screen even with names and effects turned off. I try to mark it for my party and myself, but with all the people now I guess this is the way it will be now. ='[
Cross-world S ranks have been surprisingly viable today.
Queue times + hunt trolls are not a good combo, though.
