I agree something needs to change. This is the most broken thing I have seen by SE and it is brutal for those without a house. There is not enough information out there. It is absolutely pure RNG and having 4 friends scouting out houses, taking shifts, we still have not managed to secure a single house among us. It is unfair to those on the wrong side of the data center changes. I was on Diabolos and wanted to stay in Primal so I switched to Lamia. There was no effort on SE's part to help aid the transition to find houses. Sure, a base 3m gil which is nowhere near compensatory enough for the struggle of actually finding a house in a new server, which we hadn't planned in the first place until they decided to make the data center changes. If no lottery, at the very least there should be something a little more periodic like "you get x chances per hour" or "every hour <or some time increment>, the house has a chance of becoming purchasable" at least allowing the player to check back after every hour change. The way the system works now is absolutely terrible and drains the heck out of everyone's day, rapidly clicking prompts when not needed and giving to the possibility of not paying attention at the "correct" time when it does become purchasable. I spent the better part of yesterday staking out multiple plots, only to lose every single one to bad luck RNG. It's a waste of time and there is absolutely no guarantee that the large exertion of effort will yield any success, which is not true to the theme of FFXIV. This absolutely should change in some way in future updates. Trying to maintain awareness, for an all-out up-to-24-hour marathon of house procurement is not fun and not fair. It breaks player spirits. This is such a poor start to the data center changes.
