Can you still get credit for doing the leves while being lvl 70?

yes, you simply have to have it equipped

I assume you're referring to the Animus book stuff (it's been so long I can't remember if the base relic requires leves), so yes. Even more so, you can do the leves as a complete other job, and just switch to the actual required one when you talk to the NPC to turn it in. I did mine as WAR 'cause it was a higher class at the time of me doing mine so it was quicker.

Yeah I forgot about the having it equipped part which explains why I didn't credit for them ^^;

You only need to have the weapon equipped at the end though. You can do the leve with any weapon as long as you have it equipped when you turn in the quest.

That's true of dungeons as well, both for the books and light farming. You can run through the dungeon with your normal weapon and just equip the relic before the last boss.
