unable to update game after server update/move

I see this is a common problem but I'm new to FFXIV as of 3 months ago and this is the first time I'm encountering this. Same modem, did all the things I've read all over the internet and nothing works. I don't really want to complete delete and reinstall the game but I'm about to that point. I get this error:

Unable to download patch files: [11003][20402][19901][2]

This happens instantly, there is no download attempted. I'm not sure if this is where I submit a "support ticket" or not.

How long have you been having receiving this error message? Are you connected to the game through WIFI or are you plugged in directly into the router? Are you playing on PC or on PS4?

I actually am having the same issue tried to reinstall the whole game and still it won't let me update. I'm on pc windows 10 directly connected to the router. Also I've never had this problem before until this patch dropped
