Transfer to congested with a character

Apologies if this has been posted before or is not the proper place to post this. I was wondering if having a character on a server like Balmung or another server that's congested would allow you to transfer to that server. I know creating a new character/transferring to a new server isn't allowed but I think I remember being able to transfer to one with an existing character. I just wanted to confirm it. Thank you.

They actually changed all worlds to standard meaning even the congested servers are usable for transfers. Just keep in mind if you plan on doing it multiple times theres a 3 day period for each character. Alternatively you can make a new character on formerly congested worlds too.

You cannot transfer any characters to Congested servers. Under any circumstances.
However, right now there are no servers that have the Congested status. Enjoy while it lasts.

If it's anything like the EU split 2 weeks ago, while there are no permanently congested worlds, there will be temporarily full worlds, which updates every 4-5 hours, so if you cant transfer try at an off-peak time.

The temporarily full condition (which btw is updated far more often than every 4-5 hours) only prevents character creation, not character transfers.
