You can't do that from the login screen. You have to login to your own world then visit another world and logout from there.

Yes, but theoretically you can do that prior to Shadowbringers dropping and avoid the issue altogether, or after your first godawful login. Either way, you can escape the congestion and not run the risk of 90k errors and the like on your homeworld.
