Kinda not the same thing, they're talking about reusing graphical resources in order to concentrate on the actual content (which was a good idea) therefor that implies current skills we already have are going to be tweaked graphically. I've already seen the new animations video and they're great but those are for totally new skills.
Also yes that doesn't mean it's all going to appear in 1.21 but "Cosmetic changes are expected to commence from patch 1.21 and continue in stages ahead of Version 2.0." can be read as some of these changes we might expect to see in 1.21

They really need to revise the early conjurer spells regardless of how often used. Stone should not look like a puff of dust, and aero should not look like a breeze of minty freshness.
Not asking for extreme flashiness, but a small noticeable whirlwind or large rock hitting the enemy shouldn't be too much trouble.

I always liked Stone 3 in FF11, it came up like spikes from the ground if I remember correctly.
Stoneskin needs a major overhaul too, its the sillyest looking animation and when you compare it to the xi animation its even more horrid. Lets face it all the current animations are something you could easily render in rpg maker xp and even tho I am eager as hell for content so I can stop crafting and do something for once they could put a couple ppl on animations.
As visually stunning as the game is the animations need to live up to it and as they stand now they have a far way to go.
I too was hoping for an animation overhaul in 1.21 and hope we get something. To be honest the new job ws werent all that impressive visually either so hopefully they are on the redo list as well.
Early patch notes will say it all, let's just be a little more patient.
It's coming fast.

No one was being impatient, we were merely wondering about it because it hasn't been brought up since probably before 1.20 hit. Thread actually started off talking about whether they were planning to overhaul them or not rather than demanding for info/videos.

Just thought I'd add an extra comment in here now that patch is out. Appears they are indeed tweaking already existing skills with each patch up until (and beyond?) 2.0. An example of this tweaking is they changed aurapulse to be more similar to how... the earth punch thing (it's been a while) used to look but with aurapulse style light show~
Pretty sure there were other skills that got a makeover but I don't know them off by heart, anyways back to awesome patch.

yeah they changed doomspike like it was before with a jump, i saw a cleaner animation in chaos thrust too.
