    The answer is Famine...

Dear Community I need some help,
I wish I could explain my level of frustration in completing the quest "Feast or Famine". But after almost a year and a half years and more hours than I can count I dont know what else to do. I will list everything I have tried and pray someone can make a suggestion I haven't heard yet.
Note: I completed this quest on a toon I had deleted a while ago, but when i came back a few years ago i stupidly wanted to start fresh.
I have 2/3 and am missing the South Shroud one.
    - I am 70 with 70 (mostly) newest gear.
    - I have tried mostly the glowworm to catch 2nd to best fish to trigger fish eyes and switch to top water frog, but also tried top water solo as some guides suggest (this is how i think i got mine the first time and how a friend said he got his). I have experimented with a few other baits as well.
    - Yes I use thunder/thunderstorms but have tried other times as well.
    - I have reset quest 2x as suggested by a friend who is the fisher king in my guild.
    - I have tried with and without food.
    - I did have a friend that got his done end of last summer, when, where, with bait I used and he had no issues.

I am not sure what else to do- I look forward to any advice- I cant have a quest not done... it will seriously drive me nuts. Thank you in advance for any and all help.

From what I can tell, the only requirements to catch the fish are:

399 or more Gathering Skill (Which you should have)
    Thunder or Thunderstorms weather
Fisher's Intuition granted by catching Giant Takitaro's (Which are caught using Glowworms during the same weather)
    Topwater Frogs as bait.

I'm not sure what else to suggest. It should be a case of during Thunder/Thunderstorms weather, catching Takitaro's until getting Fisher's Intuition and then swapping to Topwater Frog's to catch the fish.

-Gear isn't really going to matter much, since all that matters is reaching the minimum requirement to catch the fish.
-ff14angler doesn't show any Giant Takitaro catching using topwater frog, so I'd imagine trying to catch it with that lure is a waste of time. As for using glowworm, keep in mind that (using ff14angler data) you're looking at a 2.1% chance for it to bite.
-Both fish are only caught during Thunder/Thunderstorms. Trying to catch them in any other weather is probably a waste of time.
-Quest progress shouldn't affect catch rate, since neither of the two fish are specific quest items. They can be caught without having the quest. You could even catch the other 4 big fish while you're working on the first step of the quest.
-Food simply increases your stats. Since you're wearing level 70 gear, you're already way over the minimum requirement to catch either of these fish.

Chances are you're just not lucky enough to catch it. It happens, and everyone has their own "nemesis" when it comes to big fishing, a fish that just doesn't seem to bit for ages (or bites, and gets away).
Unfortunately, that means there isn't really any advice to give, other than to keep trying to catch it.

Thanks- at least I am on right track... I swear there is a rage quit feeling starting. Not that they would care- Fishing use to be fun, I looked forward to it. Now I just hate it as a miserable waste of time. Too bad, use to be one of the best in-game fishing exp. Ill give it a few more goes then send in a ticket- I dont care how low... it shouldnt take this long. Its like that nightmare. I can not count how many times I have done Garuda and only even saw it drop once. I get making things hard- but they made it miserable.
