I'm one of them but like most English speakers in Alexander - in a Japanese FC. Alexander has the reputation for having one of the highest Japanese fluency rates among the non-Japanese population in Gaia data centre. To clarify what I mean by fluency - if asked to hop on a Japanese discord and start talking, we could. Google translate goes down? No problem, never really used it anyway.

If you're a non-JP in Alexander, folks(JP) are going to assume you're at least trilingual (English + one other compulsory language due to the education system in Asia, and Japanese)

If you're looking for language exchange, I'd suggest joining a Japanese FC. Between practicing using the language and the auto-translate function, players will open up to you. A lot of JP players can and will speak a smattering of English once you're closer to them. Just keep in mind that their primary language is still Japanese.

The largest problem I've seen in the last 3 to 4 years is when players use only English and insist that the Japanese around them use English too.... that didn't end well. All those cases I've seen either resulted in the player quitting or transferring to another server.
