Will Balmung ever open again?

Honestly, I don't understand the complaints about Balmung. While yes the Quicksand can be...painful to go through at the best of times...The rest of the server is pleasant. I haven't seen an rmt shout since 2.0. There's always people somewhere doing something. And as for these supposedly terrible players...we have the same ratio as EVERY OTHER SERVER. I honestly...most of my bad player experiences tend to come from other worlds.

As for when we might see an unlock? SE will likely wait till after the free transfer period is over to see where the dust settles. Because I know there's a LOT of raiders who are panic transferring because they are under the impression that raiding will be doa on Crystal. So expect to pay if you want to transfer to Balmung proper.

It's part meme, part confirmation bias, part tumblr spill over, and part simply having the largest server in the game. Even if by percentages we don't have any more bad apples than the rest of the servers, by volume we still have more players who /could/ be bad in some way - thus increasing the chances for others to encounter them and color their viewpoint. I had the same issue with Gilgamesh making up the bulk of my horror stories in Party Finder, and yet I know that serve isn't actually as bad as my selective experiences lead me to believe. Hell I /started/ on Greg and the pleasant experience I had there is what lead me to stay with this MMO in the first place. Yet due to their similarly booming population it just so happened that for a long time it seemed like I ran into more issues with people from that server than anywhere else. Even though looking back I now know that I was also selectively ignoring the 99% of other incidents with people from that server that were either neutral or outright pleasant.

Balmung's pretty much the same as Greg was while I was there. There's lots of helpful people, a few loud jerks, and even more people just keeping to themselves and trying to enjoy their time in the game.

That said with the World Visit system you don't really need to be on Balmung to play with your Balmung friends anymore. I have at least one friend who I'm planning on visiting when Diabolos gets added to the Crystal Datacenter, and I expect to be spending a good amount of my time visiting that server going forward.

Mostly just wait for SE to update the list on the Lodestone. They keep the numbers really secret and most population websites tend to use achievements which can skew the numbers. One website I know looks for something you don't get till you're 70 which so badly skews the numbers that it makes Balmung look like one of the least populated servers. One thing to remember is that SE doesn't count accounts as population. They count individual characters. I...really don't know why, no other mmo does this after all...
