If my friend decides to move I will too but we've been looking at servers as well.
You might want to consider which Data Center you want to be on first, and then narrow it down from there.

Considering all the moves coming up with the server shuffle it is impossible to know how populations will look until the dust settles.
Yea I was worried about that my main problem is trying to get a house witch seems to be a bit of a hassle for most and it sounds like a lot of the smaller servers are filling up fast
Lot of people are holding on to them with no intention of keeping them... know a few that bought houses on a couple servers and put a couple items inside in hopes of getting a big payout when they server transfer that character.
That, coupled with the auto demo timer has been off for many months (people gone and not coin back whose houses should have already freed up by now still being taken), coupled with the DC split so groups of friends/fcs/statics all moving around to accomodate as many people as they can... Current housing market is in no way a reflection what it will look like in a month on any NA server.
If the server you're going to stay on is determined by the overall size, good luck there. Any sort of census information will be out of date next week and in a wild state of flux with free transfers for a full week (cause of the 3 day cool down if someone moves from A to B to get the payout, and then back to A after to give gil to main toon, and then from A to C where they really want to land, etc).
I'd say it depends on what you want to do. If you want RP, then pretty much any server on the new Crystal datacenter that isn't Balmung or Mateus would do. If you want to get into the hardcore raid scene, then a server on Aether that isn't Gilgamesh would be up your alley. If you want a more general thing, a server on Primal that isn't Leviathan would do (maybe....it's been a while since I cared about servers there).

We are a preferred world with the road to 60 buff. I been on it since 2016 and peeps are friendly.
We soon be leavinf primal and joining crystal...but so are all the preferred worlds.
Right now Goblin has the lowest population on the N/A side with about 7k+ active players. I'm considering jumping ship from Leviathan but as most have stated, who knows what the population will be after the Data Center Split and transfers. You'll have to wait until this whole fiasco is over to really gauge the numbers unfortunately. With it being on the newly created Data Center, you could see a spike in players.
I'm thinking the best bet is to stay on one of the worlds outside of the new Crystal Data Center.

Goblin shares the same data center as Balmung I think now. Meaning it's now going to be full of people 24/7. I did a tour yesterday of realms and that seemed to be the case on all of the realms on that datacenter but Goblin was one I failed to check. But as you yourself note - if you want small stay off Crystal. Probably likewise if you're not comfortable around ERP. While most RPers don't ERP, you've got higher odds of running into it on a RP Datacenter.
As for Malboro, I just can't get used to the idea of moving to a cigarette-branded realm... O.o I know that brand has a one letter difference, but it is all I can think of everytime I see that realm's name. Especially as an older player, I grew up seeing those guys' adverts on everything, billboards, magazines, signs out front of school, t-shirts, cowboy toys, etc...
