Cannot continue quest line after restart of "A Nocturne for Heroes"

I had opened this report in game but I am unsure if it went through or not. I will also be providing in game screenshots to show the issue.

While doing the quest line for the event "A Nocturne for Heroes" I was kicked out of the Garuda instance while the questline went down to be fixed. At this time, I was teleported outside the adventurer's guild in New Gridania. The active quest "Messenger of the Winds" disappeared from my log at this time. When the event came back up about 30-40 minutes later, the npc Kipih Jakkya appeared at her old location in Old Gridania at the coordinates provided below. When talking to her, she speaks dialog that you get as if you were on the quest. At this time it is not possible to pick up the quest as the game seems to think I still have it, but my quest log does not. I am providing a link to my google drive that show the NPC dialog, the NPC on screen with current active quests, and my quest journal showing which parts of the event were completed. I hope this issue gets accepted and resolved soon, as it seems there are only a few people on my server and on twitter that appear to be having it. Please contact me if you need any more information. Steps:
1. Talk to NPC
2. Get dialog as if you were on quest
3. Check all the areas that Noctis could be. He isn't.
4. Log out and attempt to pick up quest again. It is not there and nothing changes.
