Add some sort of incentive to enable this in duty finder. I almost always instantly join a party in progress when I queue up and have been in parties that sit for 20+ minutes waiting for a tank or healer.

Is the possibility to get a near completed duty not enough?
I guess not seeing as I've been in several waiting for someone to fill for long times and I've had FC people in the same place. If I'm not busy I always queue the dungeon they are in and fill in for them.
I was in one earlier this week were people just gave up and left. It's almost faster to leave and re-queue sometimes.

Joining a party in progress and don't bother with running the whole dungeon is a reward in itself.
They just need to make the option more visible and easily accessed.
99% of people won't bother going into the settings to change anything to actually notice the option even exists.
Otherwise, it'd see more use because getting into a partially or even mostly complete dungeon is very efficient time usage when you only care about the completion bonus.
So partially/nearly completed duty and much faster queue isn't enough incentive for you?
Yeah, as others have said....the problem is that it's easy to overlook that this option even exists.
