The answer right now is that there's very little precedent that any weapon (because we're past talking about jobs when you just want to wield a weapon archetype) is used by multiple jobs, let alone multiple roles. Scholar and Summoner right now are the only two that both use the same weapon, and they branch off of a single class--which itself is something SE said they don't want to do ever again. You could argue WHM and BLM share weapons as well, and they are separate jobs entirely--and that's fair enough, but that philosophy has never been iterated upon.

Would it be cool (and reduce a lot of fan rage) if weapons weren't locked to their respective job / role? Absolutely! Unfortunately, I don't see this design changing anytime soon.
