Your entire premise is based on someone's ail hindering your options for play. By your logic the lv 50 player that has not unlocked other parts of the game is hindering your options for play by joining the roulette. Why don't you report that player for obstructing your play? For that matter, my decision not to join the roulette is depriving you of a tank for a run which is hindering your options for play. Would you like to report me for violating the TOS for not doing the roulette? Nor are either of us

There is 0 difference between a lv 70 wearing lower level gear for a roulette and a lower level character wearing gear of that level. Neither is a violation of the TOS and neither are obstructing your play.

If you're concerned about the chance of getting the most current raid in your roulette then you should probably stop doing the roulette. The DF puts groups together then it filters it based on what requirements are met, then its a random roll. The roulette algorithm doesn't weight you towards the higher end of the raids, its a pure 1/9 chance to get any given raid with a full alliance of Ilv 380 characters. What this also means is after we get the 3 Eden raids, you'll have a 1/12 chance of getting the latest raid, in 6.5 it will be 1/15...see where this is going? The odds are not in your favor of getting the one you want based just on how the DF is designed.

When you consider that the DF is made for everyone and not just end game play then you also have to realize that includes people who have not reached end game or who haven't unlocked everything. There's simply more people who have unlocked the first set of alliance raids than there are people who've unlocked the rest so when it comes to the matching algorithm you have a higher chance of being partied with someone of lower level or who simply hasn't unlocked the higher level raids yet. This is not obstructing you, this is enabling all people to participate in the content. The roulette is there to party people together and it gives rewards to people for doing that in recognition of the fact that you likely won't get a high level roulette and the rewards those inherently bring such as gear.

You're always going to be more likely to get a lower level raid. Its not cheating or obstruction or against the TOS, its just how the population of the game is spread out. You aren't being denied anything or blocked from anything or have reduced chances of anything. If you want the higher level raids, queue directly like everyone else.
