Ok OP, I think you are missing what Obstruction of Gameplay is. I've had to file a report on a guy before who wouldn't move his big freakin' Behemoth off of an NPC so I could access PotD one day in Heavensward.

Obstruction of Gameplay is basically a player that is getting in the way of YOUR experience in dungeon, roulette, or basically anything. For example, let's say that I am trying to access a vital NPC(for instance, let's say we're trying to talk to Alphinaud) for the MSQ. If a group of people literally is sitting on Alphinaud and they all are on a bunch of whales covering both the icon AND the character, then that can be considered Obstruction of Gameplay.

In the sense you're trying to make is that you're entering Alliance Raid Roulette, but you are believing that people are abusing Average Item Level. HA! Only a bold fool would think that would be an obstruction.

Average Item Level is part of the gameplay itself, and if people decide to lower their Average Item Level for Syrcus Tower/LotA? Fine. Content in all instances are still being done through Roulette DESPITE what you think is going on, OP. The system does do a check on iLv before randomizing dungeons(Need at least Syrcus Tower) so that the player isn't overwhelmed(iLv 130 going into Weeping City of Mhach) by the raid itself.

i like your explanation, and thank you for taking the time to write it.

but i still can't help but to feel it wrong for players to manipulate the system in such a way.
