Do players not understanding mechanics or their job go against the ToS as being disruptive or obstruction? Cuz I'd love to see people try to report for that lol...

Also, the GM reports specifically tell you you will not get a response on the actions taken. If you did get a response, it was out of their usual procedures. You can always take a screenshot and post it for proof
