DirectX Error problems in 2019 somehow

Hello, new here to the forums, I've been having an issue with what I believe is DirectX itself on my HP Pavilion laptop. The game client itself launches fine and I am able to log in and all that but the moment I hit play a message immediately pops up saying

"The latest version of DirectX is required to play FINAL FANTASY XIV. Please download and install the DirectX End-User Runtime, then restart the game.----(0)"

I have tried doing exactly that among a large number of things that I've seen as possible solutions and so far none of them work.
I've tried running as administrator, uninstalling and reinstalling multiple times, using DirectX 9 and so on and nothing has worked. I keep getting the same message. As a last resort figured I'd come here and see if anyone has a solution. I typically play from my desktop but sometimes when I travel or go to a friend's house I want to be able play FFXIV there as well on my laptop.

Good morning and thank you for posting in the Final Fantasy Technical Support Forums.

How long have you been having this error? Also, have any changes been made to the PC? Could you also provide a system report? Simply go to the 'Config' option on the Final Fantasy XIV launcher and to the right of 'System Information' click on 'Display.'

Hello thanks for the response, as far as changes that have been made to my laptop, nothing but updates to my NVIDIA drivers and only uninstalling and re-installing FFXIV multiple times.

Could you try installing Direct X 11?

On your system report, I noticed the graphics drivers are out of date. Please up date the graphics driver as a one is available.

I did try installing DX 11 and can you tell me you mean my NVIDIA graphics driver is the one that needs updating? I tried to update it but it say it is up to date so maybe you mean something else that I'm missing?

Edit: I think I understand you meant Intel one which I am updating now. Will let you know if it fixes anything

Ok just did both the things you asked me, NVIDIA was up to date and updated Intel UHD drivers, there might be something else I am missing? Haven't had my laptop for too long and that aside not the most tech savvy but yeah the same message keeps coming up asking me to install the latest version of DirectX and to no avail still

The steam launcher gives people a lot of problems because it has a conflicting DX version that repeatedly clashes with FFXIV's outdated DX.
