They never "went away", but they, essentially, stop at level 50. There are some from 50-60 in Ishgard, but the fact that you need to go to the city, find the NPC, and travel to the zone where you execute the leve, means they are pretty much a waste of time for anything but crafting. 60+ we only have crafting leves.
I didn't grind out this achievement for people to be able to get the title in a days work.

if this were a single player rpg leve allowances would probably be unlimited. but since this is a perpetually ongoing MMO, certain limits have to be in place. just the way the setup works.
Limits in MMO's only need to be in place to time gate a particular reward.
Leves don't give any unique reward that isn't more easily gained through unlimited means.
Since, they mostly just give experience and some trashy NQ white gear (With HW having the Amber Encased Vilekin that could be traded for Anima weapon stuff)
You literally can spam dungeons all day and get more experience and better gear drops.
You can spam PotD/Trials all day and get more experience.
You can spam FATEs all day and get the roughly the same experience.
Limits in place for Dailies and Weeklies are to limit the massive boosts of experience for little work.
Limits on Beast Tribe quests are also to limit high experience boosts for little effort, as well as gate off reputation gain.
Limits on Raids are to gate off gear acquisition.
