There is only two things that reduce RMT. No Trading and No Leveling, as long as either of those things are possible in a game, RMT will exist. The instance you can exchange in-game currency with other players, RMT begins. If you make it just items, then RMT just deals in items, Diablo 2 had a pretty hefty RMT market and gold was beyond worthless, but buying uniques, runes, runewords, etc. everywhere.
If there is any form of leveling outside of about 8 hours, there will be RMT for that.

While Endgame Boss Farming is RMTd, as far as I can tell, it is unsustainable on its own. Pretty much requires real players to sell it in small chunks, or currency/item RMT revenue to support it.

In the end, my point is, rejecting an idea just because it can be used by RMT is a pretty moot point. RMT work got a helluva lot easier with the data-center wide MB sharing, in a bit of time they'll only need to price gil at the data center level, so instead of 30-50 rates, they'll only need around 8 eventually. Players get more balanced pricing everywhere (eventually) in the end because of it tho.

Selling the expansions in all-inclusive bundles helps RMT, selling ARR standalone quite cheap helps RMT, selling level and story skips helps RMT, hell if the cost of gil ever goes over the cost of getting a job lvl skip then selling that gil, boom the make a character buy a dozen + level skips and sell off the gil will be a thing.
