The only option which is a solution, is Instanced housing, 14 million players, not even 1% could possibly ever get a plot with so few wards/plots.

There's a big difference between the amount of accounts created and accounts that are actively played. This game doesn't have 14 million active accounts.

But your point still stands that with the current system there will never be enough plots. It's an unsustainable system.
