2) Set up party finder saying that you want to acquire dead FC or solo FC. Any house should be fine.
3) If you don't like the house that came with the FC, you can relocate when one goes on timer.

Considering those houses often go for below the value of the house or even for free, I wouldn't be that worried about scammers. You can easily get a small house with a fully leveled FC for 1-2 mil and some people will even offer the FC for free because they just want to get rid of it. But usually I'd advise paying half up front and half after. In think crafting or gathering for 2 hours to make those 2 mil back is better than spamming a plaquard for 2 hours.
4) Ensure to communicate the deal through in-game chat so there's a record for GMs to look at if things go south. If the person doesn't want to communicate through in-game chat, write them off and move on.

Tell that to higher population servers. I've seen someone with a PF up for weeks offering 15mil+ on Excalibur.
