All you're doing here is dividing the players new to the instance from everyone else. They'll be in the queue forever waiting for it to fill up, and likely will come to the eventual decision to take the skippable cut scene option putting us right back where we were before they made them unskippable.They should just have an option you can adjust in Duty Finder similar to choosing if you want to sync to min il, be a FL Freelancer etc. There should be just be two simple options:
1.Allow for you to skip cutscenes BUT make the rewards what they used to be before the adjustment (which were much more reduced). This allows people to still run the content with skipping the cutscenes but reduces the rewards to justify allowing the skip.
2. Allow you to run the two as they currently are and keep the rewards the exact same.
People are going to run it for the exp/poetics on both ends, and as we get near ShB where everyone will have a job they need to level to 80 it makes so much more sense to have these two options.
They already did that.

This is what will happen if there are two versions of those duties. New players that want to watch the cutscenes will pick the longer option, however players not interested (those who want bonus) will not run this if there is a shorter option, causing queue times to be effected greatly for the former. If the shorter duty has skippable CS then the reduced reward will not make it worth running as the time spent will not reflect the bonus at the end. So we will have two versions of each duty for no reason, and besides you can't change duty finder options (such as min ilvl etc) for the Roulettes, and that's what players are queuing for.
It was practically tripled already, besides as it's already been mentioned, unless you are a first timer then the duties are not forced on any one in any way, it's completely optional for repeaters to queue up for it.
