Normally you have to relinquish ownership to any plot of land before you can start the transfer process, BUT there are some exceptions.
You will get a reimbursment for your plot of land and/or apartment (and furniture) if any of the following applies:
* You transfer to a New World.
* You transfer from a Congested World to a Preferred World.
* You take advantage of the current free transfer period for characters on NA servers.
If any of those apply to you, you should not relinquish ownership before transferring. If you do, you won't get reimbursed.
The reimbursement for furniture is a fixed sum, so try to recover as much of it as you can to your inventory or to retainers.

I know not to relinquish the land. But what about converting the house to a permit?
Like when you buy a plot and have to purchase a permit to build that house. But do you need to convert it back to a permit before you do the free transfer? So keep the plot bur remove the house from that plot, reverting it back to a permit. I honestly didn't even think that was possible, but it says to do it in the instructions. I've heard yes and no and some say if you do you don't get the furniture reimbursement. That's what I was wondering.
