Maybe instead of that, more like a lottery system? You go to the placard, give the gil to buy it, there's a list of buyers and then by RNG one person buys it and everyone else gets their money back. Equal opportunity for everyone, it guarantees everyone has the gil to buy it and you don't risk your life clicking for 15 hours!
