Gathering quest rewards.

I'm doing the mining quest: "Thick Skin". (Gather three HQ Beggar's Mythril Ore.)
This requires 624 perception, and the only way I could get that high was to buy a full set of Gyuki (level 63) gear, and a pile of perception materia to get up to 631. (1% chance without buffs). So, the quest basically requires that you already have the gear it offers, or better. The only things left are a 200 sledgehammer or 2500 gil.

It just seems wrong that you need to have equal or better gear than the reward offered just to complete the quest.

What gear did you have prior? Did you use food? I know there is red scrip gear from HW that has better stats than Gyuki.

You have 3 options. Buy HQ gathering gear from the market board. Wait until you're a higher level. Keep trying for the items even with 1% using abilities you will eventually get them. You can also do Khole's custom deliveries to get a large amount of scripts at once.

Its been awhile since i did these quests, and obviously i dont know what you were starting with for gear. That said, you can remove materia from gear when youre done with it - and lower grades are guaranteed to come off(80% chance for grade 5, 100% for 4 and less). So melding a little materia that you can take back isnt the end of the world. Additionally, there are several food options that will add a good chunk of perception. A helping of normal quality kasha(which im 90% sure is sold by a vendor in kugane or azim steppe) is good for 45 extra perception, and high quality konpieto(crafted/market board) adds like 68.

There is. Using the augmented red scrip gear for main hand tool, off hand tool, and head will get you 635 perception - just from those 3 pieces. You could also use the corresponding HQ pieces of the level 63 items - those have the same stats

I was using unmelded HQ Lv61 gear at that point, if I remember correctly - but I did have the "blessed" tools that you earn from Jonathas for having gathered 200(?) unique materials, which is prettymuch filling out the entire gathering log up to Lv60, but isn't too hard to do.
