No such thing. I think it is just the way the camera is placed that it makes it seem like it is being done with one hand.
Yeah you are just seeing some of the abilities (spell casting) going off. Like gramps used to say "Ya gotta keeps two hands on that thing!"
if you do /changepose with your weapon drawn, you can change our idle stance, one of them is a one-handed axe hold, but this changes back once the character is using skills.

Haven't checked the video, but one thing you might come across is that there's a Roegadyn character in the MCH quests who *seems* to be wielding an axe single-handedly, but programming-wise it's just a paladin sword that looks like an axe. (And no, the player can't get one...)
That's Rostnsthal aka 'Stahlman', who indeed dual wields a single handed axe in one hand with a flintlock pistol in the other, something he's been doing since FFXIV 1.0. And as I said, even though he *seems* to be wielding an axe, I'm pretty sure it's functionally a paladin sword with an axe-shaped model. He wears it on his hip like a sword.
(I'm not so sure about the pistol, but I'm guessing they could program it as a shield? Does he actually use it in battle, or is he just a gladiator/paladin AI and only holding the pistol for show?)
