As Thefates said earlier, this wouldn't really work with Garlean lore (not being able to use magic), but also that it would be awkward for storytelling when they're "the enemy" - either a lot of things need to be rewritten to acknowledge/explain it, or everyone ignores it entirely.but then again I've said the same thing about a beastlike playable race, and look where we are with that...
It's worth pointing out that the few racial Garlean characters we meet in Eorzea (only Cid, Nero and Lucia, as far as I can remember) tend to keep their third eye concealed so they can pass as Hyuran.
But also, Garleans aren't "just" a Hyuran subrace, because a lot of them use Elezen models instead. They're somewhere inbetween, and for the most part they haven't been created as a functioning race with their own models and animations, but are borrowed from other races. (The notable exceptions being Varis and Zenos, who are apparently fully unique models rather than customisable NPCs.)
Even though they're repurposing other NPC faces for these characters, they're still programmed as unique faces - presumably it's just a shortcut they can use to get started. It's not just a hidden setting that can apply the other NPC's face elements. As far as I can tell from browsing character data, they're not applying Au Ra face #2 with eyes #5 and nose #1, they're applying an all-in-one custom face that is shaped like those elements.
Probably a good indication for what's going on, or at least my guess at it, is the data for the Scions. As far as I can tell, their actual faces use generic settings for that race, but they have the customised Sharlayan tattoos. If you look at their character data, it doesn't reflect the actual settings that create their appearance - everything is left at Face #1 and all the other settings at #1. So I'm guessing they've built the character, transferred the appearance to a custom face (however they do that) and then added the unique tattoos.
Thanks for pointing out Ardashir = Au Ra #1 though. Since I realised that some of the Au Ra faces are reused as unique NPCs, I've been trying to place the rest of them!
And from those screenshots of Hilda, I'm thinking she might have face #3. Was looking at that last night thinking it looked familiar but couldn't place the character... will have to play around with that later. Good reference shots anyway.
