They're adding Viera because people really wanted them (they were actually considering Viera in place of Au Ra's back in Heavensward), they're adding Hrothgar because people wanted a more animalistic race. So why wouldn't they consider adding new options to the existing races, if there is enough of a demand for them?
I'm not saying they can't add new options, but that it's unlikely the new races would have inherently more 'customisation points' than the older races. Possibly it will stay the same, or possibly all the races get some extra settings, but I doubt the new races will have more options-per-character than the older ones.

Some people are interpreting the statements about the new races having (vague quote from memory) unique customisation options as a tradeoff for not having visible helmets, as that somehow that will translate into giving them more categories of character settings.

If people are counting on that being the case, I think they may be setting themselves up for disappointment and a wave of angry "where are the additional customisation options we were promised?!?!" posts upon Shadowbringers' release - when we weren't promised anything at all, and people just read something into a statement that was never actually there.
