Is it just me, or is Fire II completely worthless?

In the AoE rotation, I know from Laqi Thish's guide on the Balance Discord that the typical AoE Rotation is to put up B3 Sharp Thunder 4 Blizz 4 F3 Thundercloud Thunder 4, Flare, Flare, convert, flare, and so forth....

But Fire II is completely worthless... what should be done about this spell? I mean, with the AF 3 stack boost, is it ever worth using? I'd rather it get pruned or retuned into something else, to be honest.

Could just use 2 F2 before blowing a Triple or Quad Flare into Foul. And that's if a large pull will live that long.

Otherwise use F2 when you get synced down in say Leveling Roulette.
